Seller's Permit 

(Also called a sales tax id, a wholesale ID, a state ID, a retail ID, a buyers license, reseller license, seller's license, resale license, reseller certificate etc. )

A seller's permit is a sales tax ID number that is required if you are buying or selling mercandise or prepared food wholesale, selling retail, providing services ( some, such as personal services) or leasing equipment.  Holding a seller's permit allows you  to issue resale certificates to wholesale suppliers

A seller's permit may also be called a "resale permit, resell permit, permit license, reseller permit, reseller number, resale ID, state tax ID number, reseller license permit,"  privelege license, or certificate of authority.

Some states also require seller's permits for those selling not just tangible goods but also services. The seller's permit means that you agree to pay sales tax on any taxable sales, and you will usually be issued a state tax ID number in order to do so.

A seller's permit is not a resale certificate, resale certificates are issued by a buyer to suppliers in order to allow the buyer to buy items without paying taxes.  A resale certificate is actually an one page certificate with the business information that includes the seller's permit number. 

You may also need a temporary seller's permit if you do an one time event sale out of state, holding a garage sale or selling out of state ( some states require you to charge taxes and remit it to them even if you are a seller in another state.  Nevertheless, the seller's permit is used to collect taxes in your state and buy wholesale from any state. 

Finally, a seller's permit is not a business permit because a seller's permit is a sales tax ID and a business permit is a business general tax registration based on other requirement such as location, gross income and number of employees as well as business operation conditions such as hygiene or fire hazzard.
